Domestic LPG cylinder with Aadhaar biometric verification for subsidised refills

Nearly nine in ten active domestic LPG consumers have already completed the process, but those who have not need to act before the new subsidy rule takes effect.

A major LPG subsidy rule takes effect from October 1, 2026. Domestic LPG consumers who want to book refills at the regulated retail selling price with the applicable subsidy will need to have completed Biometric Aadhaar Authentication, according to the Ministry of Petroleum and Natural Gas.

The change is designed to link subsidised domestic connections to authenticated consumers and reduce duplicate, ineligible or diverted connections. The government says the objective is not to deny LPG to genuine households, but to make subsidy delivery more targeted and transparent.

For most households, the first question is whether any action is still required. As of September 19, 27.43 crore active domestic LPG consumers — 89.9% of the total — had already completed biometric authentication. The ministry says those consumers do not need to repeat the process. Their refills can continue as before.

Consumers who have not completed authentication have several options. It can be done when a cylinder is delivered, with the delivery person using the oil marketing company’s mobile application. Customers can also visit their LPG distributor’s showroom. A third route is self-service through IndianOil ONE for Indane, HelloBPCL for Bharatgas and HP PAY for HP Gas.

The rule specifically affects subsidised supply at the regulated price. A consumer who is unwilling or unable to complete biometric authentication can still receive LPG, but must register that choice through the relevant oil company’s digital channels. Such consumers can receive LPG at the applicable market price without subsidy in 5 kg or 10 kg cylinders, subject to local availability.

The government says the implicit subsidy for September 2026 is around ₹210 per 14.2 kg domestic cylinder. It has also disclosed substantial compensation and under-recoveries across public-sector oil marketing companies. Better authentication is intended to reduce leakage so support is concentrated on legitimate household connections.

Consumers should avoid agents or websites that claim they can “unlock” subsidy for a fee. Authentication should be completed only through the authorised delivery system, distributor or official OMC app. If your connection has already completed biometric Aadhaar authentication, there is nothing further to do; if it has not, complete it before October 1 to avoid losing subsidised booking at the regulated price.
